Drugs and Minority Opression
John Helmer
Helmer was an Australian who lived in the U.S. He observed that drugs which were legal were stereotypically associated with preferred (white) groups and that drugs which were illegal were associated stereotypically with disfavored groups (racial or cultural minorities). He exposed media campaigns in the early twentieth century that portrayed marijuana as a destabilizing influence in the Mexican community that excited users in a dangerous fashion so as to deserve oppression. The germ of truth was that there was a higher incidence of marijuana possession amongst Hispanics so illegalization provided a ready reason to arrest and imprison those perceived as agitators.
